Lothor was a Ninja Master who was sent into outer space for the evil stuff he had done. Outer space was his home for a long time until the day he was able to gain enough power to return to Earth.

Lothor was able to destroy the Ninja Academy. His goal was to have all the Ninja Students inside at the time he attacked the Academy, but he didn't know there were three students missing at the time. That was Tori, Shane, and Dustin.

He had also managed to transform Cam's Father into a guinea pig and had since called upon two evil rangers to attack the Wind Rangers. The Thunder Rangers, Blake and Hunter, turned against Lothor after they found out that he had killed their parents. Blake and Hunter then joined the wind rangers in they battle against Lothor.

As it turns out, Lothor was finally destroyed by the rangers durning his final attack on the city. His mask was never removed, so we may never know what he really looks like.

LOTHOR

KAPRI

Kapri is one of Lothor's nieces, she was very selfish right from the start and tended to only think about herself. She has a sister, Marah, who she was always pushing around.

Kapri was very mean. That may be the reason why her parents left her in Lothor's care. Between her and her sister combined, it's started to drive Lothor crazy and he often wondered why he ever agreed to allow them to stay with him. Kapri tried to earn Lothor's respect by trying to destroy the rangers, however, she always failed.

In the end Kapri and Marah decided that they wanted to learn how to be ninjas. So they turned over a new leaf by being good instead of evil and joined the power ranger 'camp' at the academy, which is now being taught by Tori, Shane, and Dustin.

MARAH

Marah is Lothor's other niece. She was a little different from her sister, Kapri, but she sould still be just as much of a pain.

Marah was very childish and got pushed around a lot by her sister. Although the two sisters didn't really get along too well, they still worked together to come up with plans to destroy the rangers.

Sometimes Marah's plans were not half bad, but we never seen any of her plans work too well. In the end, Marah decided that she no longer wanted to be evil, so her and Kapri join the ranger academy to learn how to become ninjas. Her and Kapri now get along much better than they used to.

There just wasn't that much to say about the Kelzacks. They were simply Lothor's endless army. The bad guys could call up as many of these guys as they wanted. The Kelzacks were a little different from the other 'soldiers' in the past because these guys carried swords and clubs with them.

KELZACKS

ZURGANE

General of Lothor's evil army, Zurgane. No matter what he was taking about, he always really did mean what he said.

Zurgane would have liked nothing more than to be able to take over the Earth..and at times, it seemed that he would have enjoyed that even more than Lothor. Zurgane even appeared to be more evil than Lothor himself at some points in the series.

One thing that really drove Zurgane crazy was when people that he worked with couldn't complete a task. He usually tried to do everything on his own when ever he could. Zurgane was finally defeated by the rangers durning a final battle.

CHOOBO

Choobo was the Lieutenant of Lothor's army. He had the ability to call up large energy spheres that could trap whatever he wanted.

After coming up with a good plan to capture the rangers, Lothor made him the new General of the army. However, after the plan failed, he not only lost the title of 'General', but was also thrown off Lothor's ship. This really upset Choobo and he tried to defeat the rangers on his own, but he was nearly destroyed.

After the rangers defeated Choobo, he was transfromed into miniature size. After a while he returned to Lothor's ship again where he became a pet for Marah and got chased around by her new puppy.

Kapri and Marah later turned Choobo back to normal size by mistake. Lothor still didn't seem too happy to see that he had returned. Of course, Lothor never liked him, or anyone else for that matter.

MOTODRONE

Perry, a friend of Dustin's, wanted to create a drone that he could use for motorcross. However, his plan got out of control and the drone went crazy, this is how they came up with the name 'Motodrone'. For safty reasons, Perry had the drone destroyed. The parts were later used by Lothor to re-build him into a tough villian for the rangers to battle.

VEXACUS

Meet a bounty hunter, who has come to Earth in search of a very powerful alien. No, this isn't an episode of the X-Files...The alien that he was after was named Skyla. Skyla had once helped Shane a long time ago and he returned the favor, by defeating Vexacus. After the battle, Vexacus joined Lothor's army in the battle against the rangers and served as one of his Generals.

SHIMAZU

Cam once went to a museum where he was attacked by Motodrone. While in the museum, Motodrone attacked Cam and hit a statue of an ancient being. Soon, the statue came to life and a creature form long ago, known as Shimazu, was recreated. Shimazu was evil straight from the start and opened a great attack on the rangers with creatures known as Wolfblades, however, the plan to defeat the rangers failed. When Lothor heard about this, he was quick to make Shimazu a part of his army.
